PAP: Amnesty Chairman Appeals For Resumption of Vocational Training

The Phase 3 Phase Amnesty Chairman, Gen. Ogidigba Godstime Ogidigba has commended the Administrator of the Presidential Amnesty Programme, Chief Dennis Brutu Otuaro, PhD, for what he described as remarkable achievements since assuming office. He stated that the current administration has recorded significant progress, adding that its performance compares favourably with previous administrations, while acknowledging the notable contributions of the administration of Hon. Kingsley Kuku.

He further appealed to the leadership of the Presidential Amnesty Programme to resume vocational training programmes for delegates across the Niger Delta.

In a statement made available to journalists on July 17, 2026, Gen. Ogidigba expressed concern over the delay in resumption of the vocational and skills acquisition initiatives for beneficiaries. He noted that keeping delegates actively engaged through vocational training would equip them with practical skills, improve their livelihoods, promote self-reliance, and reduce dependence on the monthly ₦65,000 stipend. According to him, “an idle mind is the devil’s workshop,” emphasizing the need for productive engagement of beneficiaries.

Ogidigba further appealed to the PAP Administrator to, as a matter of urgency, establish vocational training centres in Delta and Edo States to provide accessible skills acquisition opportunities for delegates in the region. He expressed confidence that such an initiative would strengthen the programme’s objectives of sustainable peace, economic empowerment, and long-term development in the Niger Delta.
