The National Chairman of the 3rd Phase Presidential Amnesty Programme, Gen Godstime Ogidigba has sent a petition to the Inspector General of Police, the governor of Bayelsa State, Senator Douye Diri, commissioner of police Bayelsa State, Nigeria Army (Joint Task Force) Bayelsa State, Ijaw National Congress, INC and Ijaw Youth Council to arrest Mr Elaye Slabor for impersonation and for parading himself as chairman of the 3rd Phase of the presidential Amnesty programme.

Ogidigba warned the general public not to associate with him for any transactions, describing him as an impostor and job man.

This was contained in a statement signed by himself which a copy of it was sent to Congress correspondent on Wednesday.

The petition titled “TREAT TO PEACE AND SECURITY IN THE NIGER DELTA REGION PERPETRATED BY ONE IMPOSTOR, ELAYE SLABOH read, “The leadership of phase 3 Amnesty wish to draw the attention of the commissioner of police to the activities of one Elaye Slabor from Bayelsa State who continues to parade himself as the national chairman of phase 3 Amnesty program, imposing himself on the people after the expiration of his tenure on the 16th day of September 2025.

“Sir, this act of Elaye, if not nip-in the bud will lead to confrontation, crisis among phase 3 leadership and delegates thereby causing breakdown of law and order in the state and across Niger Delta region as a whole.

“Sir, for the purposes of clarification, Mr Alale Tonye Bobo should be invited on this matter as he Tonye Bobo was the then National Chairman when Elaye Slabor took over from. That he Tonye Bobo during his reign in the office attempted to impose himself on the people for the second term when his tenure ended, but was resisted at all cost with the help of security agencies.

“Sir, here are details of phase 3 National Chairman structures: it started with Julius’ Joseph from Bayelsa State who led from 2012 to 2019, thereafter Godsgift Ugobo popularly known as Lacto Marine took over from 2019 to 2021 Tonye Bobo Alale took over from 2021 to 2023, then Elaye Slaboh took over in September 16th 2023 which ended on the 16th September 2025. The election was conducted on the 10th of September 2025 where Ogidigba Godstime emerged as a winner and was inaugurated on the 16th of September 2025.

“Sir, our worry is that if Elaye Slaboh continues to parade himself as phase 3 National Chairman, it will definitely lead to confrontations and the end result will not be fine.

Knowing how fragile the peace in the region is, which any slightest provocation could derail.

On this note, we humbly appeal to the commissioner of police to use your good office to thoroughly investigate this matter, bring the perpetrators to justice for the peace that reigns to be permanent”, the petition added.
