‎‎Borno Launches FRILIA to Boost Responsible Farming

The Borno State Government has inaugurated the Framework for Responsible and Inclusive Land-Intensive Agriculture (FRILIA), a new initiative aimed at strengthening land governance and promoting sustainable agricultural investment in the state.

‎The inaugural meeting of the FRILIA Technical Committee was chaired by Engr. Adam Bukar Bababe, Executive Secretary of the Borno Geographic Information Service (BOGIS) and chairman of the committee. Bababe described FRILIA as a cornerstone of the State Action on Business Enabling Reforms (SABER), a federal program designed to improve Nigeria’s business environment.

‎“Borno State adopted FRILIA to ensure agricultural investments are structured, sustainable, and managed in a fair, transparent, and community-friendly manner,” Bababe said. “Our goal is to attract investors while boosting food production across the state.”

‎He urged committee members to collaborate closely, emphasizing that each represented institution plays a vital role in providing accurate data, guiding investors, engaging local communities, and integrating FRILIA principles into the state’s agricultural processes.

‎Hajiya Maryam Shehu, Director General of the Borno State Investment Promotion Agency (BIPA), highlighted the potential of FRILIA to strengthen farming communities. “By fostering partnerships with investors, this initiative can increase productivity and improve incomes for farmers across the state,” she said.

‎The committee comprises representatives from key state ministries including Agriculture, Environment, Justice, Commerce, and Local Government Affairs as well as technical bodies, FADAMA, land governance experts, and other stakeholders.

‎The meeting concluded with all members pledging support for the Borno State Government’s drive to deliver responsible, transparent, and community-focused agricultural development.
