PAP Boss to Serve as Special Guest of Honour at IPF’s New Leadership Inauguration

Following the recent election of the Ijaw Publishers’ Forum (IPF), the Forum has nominated Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Programme (PAP), to serve as the Special Guest of Honour at the inauguration of its new leadership-elect on February 26, 2026.
The event, taking place at Chief Tunde Smooth Playground, NPA, Warri, Delta State, will mark a significant milestone for the Forum as it prepares for its second National Executive Council Inauguration. Dr. Otuaro’s presence is expected to underscore his commitment to the Niger Delta region’s development and peace initiatives.
The Forum has commended Dr. Otuaro’s transformative reforms at PAP, including reinstating suspended programmes like foreign scholarships, marine training, leadership training, vocational training and stakeholders’ engagement. However, Otuaro’s leadership has been praised for prioritizing transparency, accountability, and human capital development.
The inauguration ceremony will feature notable dignitaries, including Amb (Dr) Shedrack Agediga as Chairman, Dr. Sheriff Mulade as Guest of Honour, and Prof. Benjamin Binebai as Guest Speaker.
