PAP: Ogidigba Urges Amnesty Delegates to Reject Self-Serving Agendas, Back Otuaro’s Reforms

National Chairman of the Phase 3 Presidential Amnesty Programme (PAP) Delegates Forum, Gen. Godstime Ogidigba, has called on beneficiaries of the programme to remain united and avoid being influenced by individuals he described as self-serving leaders seeking to use them against the Administrator of the Presidential Amnesty Programme, Chief Dennis Brutu Otuaro, PhD.

In a statement, Ogidigba alleged that some individuals have been encouraging delegates to submit petitions, threaten protests, and sponsor negative media campaigns against Otuaro and other prominent leaders. He claimed such actions are driven by personal and political interests rather than the collective welfare of PAP beneficiaries.

According to him, the recent reforms introduced by the Amnesty Office, including the discontinuation of what he described as “bulk payments,” are aimed at sanitizing the system, expanding the programme’s reach, and ensuring that more beneficiaries have access to educational, vocational, and empowerment opportunities.

Ogidigba maintained that any meaningful review or improvement of the Presidential Amnesty Programme should be pursued through dialogue and engagement with the Presidency by recognized Amnesty leaders, rather than through public confrontations or campaigns targeting the PAP Administrator.

He therefore urged genuine leaders and beneficiaries of the programme to reject politically motivated protests and propaganda, while lending their support to Otuaro’s administration, particularly its focus on educational advancement, vocational skills acquisition, and youth empowerment.

The Phase 3 Amnesty leader expressed confidence that unity and constructive engagement remain the most effective path toward achieving lasting reforms and improved welfare for beneficiaries of the Presidential Amnesty Programme.
