PANDEF Mourns BOT Member Chief Albert Korubo Horsfall, Dies at 84

The Pan Niger Delta Forum, PANDEF, has announced the death of one of its founding Board of Trustees members, Chief Albert Korubo Horsfall, OFR, who passed away on Wednesday, September 9, 2026, at the age of 84.

In a statement issued on Thursday by its National Chairman, Ambassador Dr. Godknows Boladei Igali, OON, PANDEF said it received the news “with great shock and sadness.”

“I have received communication from the family of PANDEF founding BOT member, Chief Albert Korubo Horsfall, OFR, of his passage on Wednesday, 9th September, 2026 at the age of 84 years. PANDEF is greatly shocked and saddened by this news,” the statement said.

PANDEF described the late Horsfall, an aristocrat from Buguma in the Kalabari Kingdom of Rivers State, as “a prominent national figure” and “a titan of national and our regional service.”

According to the forum, the late security icon was the pioneer Director General of both the Department of State Services, DSS, and the National Intelligence Agency, NIA. He also served as the founding Chairman of OMPADEC, the precursor to the NDDC, and as pioneer Presidential Adviser on Niger Delta. He once aspired for the Presidency of Nigeria under the Peoples Democratic Party, PDP.

“In 2016, he was a prominent founding BOT Member of PANDEF and played several leadership roles. He held the traditional stool of Omekwe paramountcy, known as a major historic naval headship of the Kalabari people,” PANDEF added.

As part of its mourning, PANDEF directed all its chapters in Nigeria and the Diaspora to suspend official social programmes and to carry Chief Horsfall’s profile image on all platforms for seven days beginning Friday, September 11, 2026.

“May his soul rest in perfect peace,” the statement concluded.
