PAP 3rd Phase Nat’l Leadership Petitions IGP Over Activities of Elaye Slaboh, Citing Security Threat in Niger Delta

The leadership of the Phase 3 Amnesty Programme has petitioned the Inspector General of Police (IGP) Area ll in Abuja, alerting them to a potential security threat in the Niger Delta region. According to the petition, Mr. Elave Slaboh, a former National Chairman of the programme, continues to claim the position despite the expiration of his tenure on September 16, 2025.

The petition warns that Slaboh’s actions could incite confrontation and crisis among the programme’s leadership and delegates, potentially leading to a breakdown of law and order in Bayelsa State and beyond. The leadership has recommended that Mr. Alale Tonye Bobo, the immediate past National Chairman should be invited for questioning.

The petition provides background on the programme’s leadership succession, listing previous chairmen: Mr. Julius Joseph (2012-2019), Mr. Godsgift Igoli (2019-2021), and Mr. Alale Tonye Bobo (2021-2023).

The leadership urged the IGP to intervene to prevent any escalation and ensure peace in the region.

The petition read, “We, the leadership of the 3rd Phase of the Amnesty Programme, humbly bring to your attention the activities of Mr. Elave Slaboh from Sagbama Local Government Area of Bayelsa State, who continues to parade himself as the National Chairman of the Phase 3 Amnesty Programme despite the expiration of his tenure on September 16, 2025

This unlawful conduct, if not addressed promptly, may pose a significant threat to peace and security in the Niger Delta region. Mr. Slaboh’s actions risk inciting confrontation and crisis among the Phase 3 leadership and delegates, and may lead to a breakdown of law and order in Bayelsa State and beyond.

“For clarity and context, we recommend inviting Mr. Alale Tonye bobo (Tel: 08032587581, 09055321574) for questioning. Mr. Tonye Bobo, his predecessor similarly attempted to extend his term unlawfully but was resisted with the intervention of security agencies”, the petition added.
