PAP: IYC passes vote of confidence on Dr Otuaro’s Transformational Leadership

The Ijaw Youth Council (IYC), Western Zone, has passed a Vote of Confidence on Dr. Dennis Brutu Otuaro, Administrator of the Presidential Amnesty Programme (PAP), for his steadfast leadership, strategic reforms, and immeasurable contributions to the advancement of the Ijaw Nation and the Niger Delta region.

This was contained in a statement signed by Comrade Nicholas Igarama-Chairman, Ebi Joshua Olowolayemo Esq-Secretary and Comrade Tare Magbei-Information Officer on Friday.

The statement read, “Since assuming office in March 2024, Dr. Otuaro has brought renewed focus and professionalism to the Amnesty Programme. His leadership has been marked by a clear commitment to accountability, youth empowerment, and sustainable peace across the region.

“Under his administration, the Presidential Amnesty Programme has witnessed significant progress, including:

“Institutional Reforms: Comprehensive data verification and system upgrades to eliminate duplication, strengthen transparency, and protect beneficiary records.

“Educational Advancement: Expansion of the PAP scholarship scheme to include more onshore and offshore institutions, ensuring higher academic standards and broader access for beneficiaries.

“Vocational Empowerment: Introduction of advanced technical and vocational training programmes, including maritime, aviation, and entrepreneurial initiatives designed to create a skilled and employable workforce.

“Stakeholder Engagement: Continuous dialogue with traditional rulers, ex-agitators, youth leaders, and community representatives to foster peace and unity across the Niger Delta.

“Integrity and Accountability: A consistent stance against mischief, corruption, and divisive tendencies, which has strengthened public confidence in the Programme’s objectives.

“The Ijaw Youth Council (Western Zone) strongly condemns recent sponsored attacks and false narratives aimed at discrediting Dr. Otuaro’s administration. Such distractions are rooted in envy and resistance to reform and do not reflect the realities of his transformative leadership.

“We commend Dr. Otuaro for his calm disposition, his unwavering dedication to Ijaw aspirations, and his sustained efforts in building a stronger and more inclusive Niger Delta. His focus on human capital development, peace-building, and regional progress aligns with the collective vision of our people.

“The Ijaw Youth Council Western Zone, therefore, reaffirms its full confidence in Dr. Otuaro’s leadership and encourages him to remain resolute, steadfast, and forward-looking in the discharge of his duties.

“Keep working. Keep building. Keep leading. The Ijaw Nation stands solidly behind you”, they added.
