General Godstime Ogidigba, National Chairman of the Third Phase Presidential Amnesty programme has congratulated Dr. Dennis Otuaro, in his two years in office as PAP Administrator.

Ogidigba described Otuaro as a “visionary leader, bridge-builder, and patriotic son of the Niger Delta” whose commitment to peacebuilding, empowerment, and human capital development has repositioned the PAP office as a beacon of hope for ex-agitators and the wider Niger Delta community.

Ogidigba praised Otuaro’s leadership style, anchored on humility, inclusiveness, and transparency, which has inspired renewed confidence in the amnesty programme and strengthened the Federal Government’s efforts toward sustaining peace in the oil-rich region.

He highlighted Otuaro’s achievements, including the revival of leadership training initiatives, foreign scholarship, ongoing empowerment programmes, and the provision of laptops and learning tools to beneficiaries.

Ogidigba also commended Otuaro’s leadership, stating that his reforms have transformed the PAP and made him a divine gift to the region and Ijaw nation.

In the same vein, the Urhobo and Itsekiri ex-agitators have also backed Otuaro’s vision, lauding his transformative leadership.
