PAP: We didn’t Authorise November 2nd Protest, Impersonators Be Arrested -Genuine 30,000 Ex-agitators
By Monday Peters, Abuja
The leadership of the Genuine 30,000 Delegates of the Presidential Amnesty Programme (PAP) has strongly rejected any attempt by a group identifying itself as the Coalition of Ex-Militant Leaders of the Niger Delta Region to portray its proposed November 2, 2026 protest as representing the collective interest or position of genuine Amnesty delegates and beneficiaries.
The Third Phase Chairman, in a statement on behalf of the genuine 30,000 ex-agitators condemned moves by some alleged ex-fighters which they described as unverified to protest on 2nd November, 2026 against the Administrator of the Presidential Amnesty Programme, High Chief Dr. Dennis Brutu Otuaro, PhD, and the Amnesty Office.
According to the Third Phase leadership, the said coalition had no authorisation from the leadership of the Genuine 30,000 Delegates to speak, negotiate, issue demands, or organise any protest in their name or behalf, adding that they outrightly dissociate themselves from the planned demonstration and reject any attempt to associate the Genuine 30,000 Delegates with the activities or demands of the said group.
The statement read, “Our attention has been drawn to reports circulating on social media concerning a planned protest against the Administrator of the Presidential Amnesty Programme, High Chief Dr. Dennis Burutu Otuaro, PhD, and the Amnesty Office.
“For the avoidance of doubt, the said coalition has no authorisation from the leadership of the Genuine 30,000 Delegates to speak, negotiate, issue demands, or organise any protest in our name. We categorically dissociate ourselves from the planned demonstration and reject any attempt to associate the Genuine 30,000 Delegates with the activities or demands of the said group.
“We find it unacceptable for any group whose mandate and representative authority have not been established to create the impression that it speaks for thousands of Amnesty delegates and beneficiaries. Nobody should arrogate to themselves the right to speak on behalf of the Genuine 30,000 Delegates without proper consultation and authorisation.
“We therefore challenge the organisers to publicly clarify their membership, leadership structure, and the authority under which they claim to represent Amnesty delegates and beneficiaries. The Niger Delta must not become a platform for confusion, division, and unnecessary political distractions.
“In view of the potential security implications, we call on the Inspector-General of Police (IGP) and the Director-General of the Department of State Services (DSS) to urgently investigate the organisers, verify their claims of representation, and take all necessary lawful measures to prevent any breach of public peace and order.
“We will not support any action capable of creating unnecessary tension, threatening regional stability, or undermining constructive engagement within the Presidential Amnesty Programme.
“The Genuine 30,000 Delegates reaffirm their confidence in the administration of High Chief Dr. Dennis Brutu Otuaro, PhD. We recognise the reforms and initiatives being pursued under his leadership, particularly efforts aimed at strengthening the programme and expanding opportunities for eligible beneficiaries across the Niger Delta.
“While we acknowledge that every administration may face challenges, genuine concerns should be addressed through constructive dialogue, legitimate representation, and responsible engagement rather than actions that could create division among beneficiaries.
“We therefore call on all Amnesty delegates, beneficiaries, stakeholders, traditional leaders, and members of the public to disregard any claim that the proposed November 2 protest represents the collective position of the Genuine 30,000 Delegates.
“let it be clear, no group should speak for the genuine 30,000 delegates without their mandate. our position is clear, our stand is known, and our commitment to peace and the sustainable development of the niger delta remains unwavering”, it added.
