Chief (Dr.) Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP) is a Pathfinder of innovations. He is a man drenched with an administrative acumen. With the wealth of his leadership charisma, Niger Delta region found a new peace where the people are celebratorily at peace with the Government of the day.
Chief Dennis Otuaro, popularly known as Owelle of Niger Delta, is a man baptized with prudent and accountability. He has bridged the gap of governance between the government and the people. Hence, the Presidential Amnesty Programme (PAP) is now the window that connects the Niger Delta region to the administrative blueprint (developmental hub) of the Federal Government of Nigeria.
Chief Dennis deserves our commendations. His uncommon innovations have redirected the PAP to the foundational pathway. We know that the PAP was introduced by late President Omaru Musa Yar’Adua to address three layers of our demands. That is: Disarmament and Demobilisation; Reintegration and Rehabilitation, and Strategic Implementation Work Plan (SIWOP). The third layer of the Programme has been conspicuously abandoned , consigned to the waste bin by policy makers in the past. With the coming of the new sheriff in town, Chief Dennis Otuaro redefined the PAP and made it an envy of all. He made the Programme to be a going concern unlike in time past where the PAP was given a lifespan to our resentment.
One of the most laudable initiatives of the Programme is the human capacity building. While the same was wounded down in the past, Chief Dennis Otuaro did not only revived the Programme, he has brought in innovations to raise the bar from its standard practices. People are now given scholarships to study in school with a guarantee to secure employment upon graduation. The same thing applies to skills acquisition trainings.
In addition to the above, the Administrator has expanded the Programme to accommodate some aggrieved persons across the region. Most importantly, he has extended the PAP to accommodate the women folks who deserved constructive engagement via the Programme to achieve the primary intendment of the PAP. President Yar’Adua must be smiling in his grave having seen the PAP fulfilling his purpose.
Hundreds of beneficiaries of the PAP’s schools and skills training Programme are now ensconcing over the new innovation introduced into the Programme. Indeed, Dennis Otuaro is a pride to governance. He is sure President Tinubu’s best legacy to the Niger Delta people. No wonder the Niger Delta region is now the most peaceful place in the entire Country. The credit must go to one man, the Administrator of the Presidential Amnesty Programme (PAP), the New Sheriff in town.
I duff my hat for you Chief. Your open door policies; humility and exemplary lifestyle has turned the Programme into a capacity building hub. No discrimination. Your doors are always open to the concerns of your primary constituents, the PAP beneficiaries in particular and the Niger Delta people in general.
In practical display of dedication and devotion to the core values of your hectic assignments, you downplayed your personal comforts to attend to the duty calls under rain and sun and in nights and days. This is typical of a servant leader. You keep your doors of governance open in 24/7, including your telephone communications to attend to people. You have never been seen mounted on your high horse despite your exalted positions in the society; not once did you deem it necessary to take a leave to rest. You value the duty calls than your personal well-being.
What a workaholic leader? A man down to the earth, always in the midst of the governed to address the intractable conundrums associated with the Programme. Protests against the Federal Government by the beneficiaries or threats of returning to the trenches in the creeks by the Ex-Agitators are now things of the past.Truth be told, the Amnesty Programme has not had it this good for a period of time. You haven’t missed any steps in your journey to engender peace and development of the Niger Delta region.
May God bless President Tinubu for given us this gift of governance.
