Foremost Niger Delta Advocacy group under the auspices of the Ijaw People’s Development Initiative, IPDI, has maintained that there was no record of any previous Administrator of the Presidential Amnesty Programme, PAP, that has matched the current reforms being driven by High Chief Dennis Otuaro, PhD.

The group has also warned individuals and groups it described as “blackmailers” to stop what it called a “pull-him-down syndrome and which-hunt” against the PAP Administrator.

In a report signed by its national president Comrade Ozobo Austin in Warri on Thursday, said Otuaro’s tenure has brought measurable changes to the Amnesty Programme within a short period.

According to him, the Administrator has prioritized foreign scholarships, clearing of scholarship arrears, payment of outstanding stipends, expansion of vocational training, and reintegration of ex-agitators into mainstream society.

“No previous Administrator of PAP has beaten Otuaro’s records of reforms so far,” Ozobo stated. “From training to welfare, he has shown capacity, transparency, and a clear roadmap for beneficiaries.”

The group accused unnamed political actors of sponsoring media attacks and petitions to undermine Otuaro’s office. It described the trend as a deliberate attempt to frustrate Delta’s representation at the federal level.

“We are warning these blackmailers to stop the witch-hunt and pull-him-down syndrome,” Ozobo said. “ Dr Dennis Otuaro is not an enemy of the Niger Delta. He is a son of Delta who is delivering, and he deserves support, not sabotage.”

IPDI maintained that criticism should be based on facts and not “sponsored narratives” aimed at destabilizing the programme.

The group urged stakeholders across Ijaw, Itsekiri, Urhobo, Isoko, and Anioma communities to rally behind Otuaro to ensure Delta maximizes the benefits of its turn at PAP.

“Federal appointments are limited. When one of us gets there and is performing, the wise thing to do is to support him so the entire region benefits,” Ozobo added.

However, High Chief Dennis Otuaro was appointed PAP Administrator in 2024 by President Bola Ahmed Tinubu. His tenure has focused on reforming the programme’s structure, improving accountability, and expanding skills acquisition for beneficiaries across the nine Niger Delta states.
